Giving 3 to a drama seems to me exaggerated. Even if you didn't like it, you can't say it sucks so bad. Exaggerated!
Honestly, of the people that watched this show, probably almost all of them would agree with you. It is a low score. But please allow me to make a couple of comments in support.
MDL gives us 10 stars and I'm going to use all of them. If I give every show a rating in a very narrow range, it's hard to differentiate which show I really loved and would watch over and over again from one I liked a lot but would only watch once and which one I liked but a bit less, which one was just average, etc. In my last 15 reviews, only 3 got a score above a 7. And this isn't the lowest score (that would be the 1.5 I gave "Now We Are Breaking Up" which, if anything, was generous). And I'm old and cranky a lot of the time and probably cynical too. So my ratings probably skew lower and, because of that, frankly I'm mildly surprised I haven't gotten more comments like yours.
Also, objectively, I thought the show deserved the 3/10. The cast isn't universally strong, but there's a lot of talent here. A LOT. But at the end of the show, when I went down the list of cast members and their characters, I thought the production failed to use that talent well in almost every instance. Rather, I thought in most cases, they did a disservice to the talent.
I will grant you that, subjectively, I may have been somewhat harsh but please indulge me here for a moment. I was very excited to see Ahn Eun Jin have an opportunity to headline a drama. She is so talented and has outstanding work in her filmography. But I don't think this production around her did nearly enough to allow her to shine. So perhaps I had heightened expectations that weren't met and that affected my judgment.
All of that essentially to say that you have a fair and valid point and please feel free to argue any of the points in my review or with anything else I say anywhere else on MDL. I'm always happy to consider a different viewpoint and give something a fresh look. But I'm sticking with the 3.0 here :)
Exception would be "Cheese in the Trap", but really was hoping that FL would end up with ANYONE or ANYTHING other than ML because he was a trashpile of a character and, as a bonus, Park Hae Jin dropped one of the most unsettling and awkward performances I've ever seen in the role.
So many things that are great about this show (superb story, wonderful characters, outstanding acting across the board) but the direction/editing in episodes 11-14 has been brilliant. Absolutely mesmerizing.
I like the show and the cast. I wish it spent a little more time away from the main police investigation narrative and more on the other storylines. The hospice and it’s characters are far more interesting than the three detectives.

Park Min Young is fantastic but I have almost no hope that "Forecasting Love and Weather" will be a good vehicle for her.
