Ikr, they should really create a separate genre tag for Xianxia and Xuanhuan. So many dramas are misclassified because all the dramas are just tagged as Wuxia.

I think the catastrophes were fated to happen and wasn't exactly a part of some great plan. The Star Stone and Jiu Ying just happened to trigger the disasters. Of course I could be wrong though.

I'm not very sure about the other points you made but about the last question, I think Jiu Ying's current motive is to find another person with the Dragon's Diety's power to kill Chi Wen and free his nine heads and gain back his full strength.

Jiu Ying is the big bad villain who wants to plunge the world into darkness and who the Dragon Deity and his nine sons (including Chi Wen) fought against to protect the world. I don't think he appeared per se before this illusion arc but we have been hearing about him from time to time since the beginning.
