I know it was a political move. It doesn't matter though - he DID send a warrant for the arrest, he DID mismanage the arrest (I mean in both timelines, too!), he DID skip punishing the culprits until it was too late the first time and almost too late the second time.
He was the Emperor, it's not like he's a prisoner of the court or a puppet monarch, either. And in both cases, he does not have a proper reason to even do it in the first place, just rumours and innuendos. If he's a good ruler, he wouldn't act like that based on simple rumours, he'd be in top of things and manage the court better.
Anyway - Song Mo was rebelling for a long time in ep1 (the scene where the Crown Prince commits suicide is the one where I got caught in the story, the CP actor acted flawlessly). SM and his army didn't just up and turned arms in a sudden decision, he was also plotting with the traitors in court. (Which is also a weakness in part of the Emperor - so if the traitor is in his family, he can close his eyes and lie still and not take notice. Because of blood. Others - including his best friend and a great general, and his family, and his soldiers etc - they can die or be subjected to torture and whatnot, as long as the Emperor doesn't have to punish his own sons).

Main cast is Luo YunXi, Bai Lu, Deng Wei and Chen DuLing (so yeah, they're all amazing.) It's a (very) abusive xianxia love story (well, it's xianxia) where the FL undergoes the total destruction of her sect and basically the whole world because of the Devil God and she's sent to the past to stop him from becoming the Devil God. Obviously that includes killing him. But when she meets him in the past, he's just a human and they fall in love (despite him being unable to feel or recognise emotions). So now she has the dilemma of being guilty of destroying the man she loves - and who is still innocent - or allowing him to begin becoming the Devil God who will eventually bring on the catastrophe to destroy the world.
It has the most amazing colours you could ever see in a xianxia (no more pure white or pale blues only, the costumes are rife with colours), a great soundtrack, great acting, amazing special effects (for a xianxia, that's saying some). And LYX is the Elfish prince of xianxia, LOL.
Also be warned that there's a contest of blood-spitting that TTEOTM won over any other xianxia drama (Cheng Yi's Love & Redemption lost miserably, LOL), and while FoF was airing, we joked that they wouldn't spit (a lot of) blood because TTEOTM used up all the fake blood reserves hahaha~
