I mean almost all the time he met her it is due to he has some duty on hand. He hardly voluntarily seek her out like ly did. The arrow thing yes she is important to him till he disregard his own health n first time he voluntarily goes to her is to send the edict for the dead magistrate. But the vibes I get consistently is he is engulfed with his duty n his motive of finding out who is behind the massacre of his family. If u watch back the episodes, u will notice. Everytime he met her, the reason is he is out investigating something/, someone n she so happen to be there.
Even both time escorting, he did rescheduled n inconvenient himself but the point is he just so happen happen to pass by. If u notice, css see him n she ask general ling, out on duty again? My point is even if css can feel his intention n chemistry, to her he never clearly declare his intention. Like she say to her mum, she cannot assume.

Ya wondering why she goes Palace. Because lby only ask for her hand in ep 24. Could it be our super shipper emperor doing again? Keep her in Palace on the excuse of asking her learn etiquette but actually the real intention is not let lby lost his chance again. Staying at home may risk other suitors come knocking. From the scenes with He Zhaojun, she definitely need Ly kindness more now. She was bratty but can tell she isn't scheming like those other gals.

Ep 17 n 18 is funny with ys in the picture. But honestly ys is the one that does not really accept css as she is like ly n lby. He is a bit like his master who actually feel like the 3rd aunty is plain, he thinks css need refining like he need to upgrade her to match him.

As for lby, he is the only guy that really works hard. While the other 2 r busy chasing css, css mum is right, he is either busy chasing thieves n snuffing out rebels or he is busy recovering from serious injury. Up till now, it is obvious this lby character does not put css higher priority than his work. Most of the time they met coincidentally due to his work (the Grand uncle incident, the meeting at the lantern festival, going to County Princess party, staying at wan qiqi place, the arrow incident, the escorting at the gate). It is almost entirely due to work. We hardly see him going after css as a guy would to a girl he likes. . I agree w css, he may like her, but he hasn't taken any action yet unlike ly. Ly voluntarily chase css all the way to Hua County. As a girl, I would like to be appreciated enough for a guy to make effort to go after me equating I m important enough. We may say he is simply too busy., the poor
guy. Talking about no time. It is true but from css point, why would she not pick ly n wait around to lby instead. It will be no logic.

In fact in ep 18 I think he has fully
given up on her. Offering to lead the
army again.. Emperor could tell he
just want to go away..I find it a little disappointed he want to give up.. He offer his blessing n even help get a praise edict to make sure she stand tall among her in laws n he is also helping ly brother to be seen by the emperor as well which means ly branch will not be lowly anymore as long as his brother become an official..

I took a peek too.. The royal family makes the lou family looks like chicken coup just pecking at each other. Lby is brought up in the Palace n raise like a Prince and hence his air n aura of aloofness n elegance. Those in Royal family feels like tiger den. Oh dear, why I suddenly think she is better off w ly or ys. Prob ys who is clever n from maybe less complicated family (not sure of this one yet)

In Leo interview, he says lby miss his first chance, so when his 2nd chance came he use a forceful way to keep her with him, then develop that relationship. He is scare to miss it again. I suppose

My guess is if they make it the emperor edict, the neither css or her parents can say no. Is like gift from emperor. U cant overrule. If lby uses the ly way to ask for her hand, the cheng can say no. My guess.
