If this wasn't a romcom, and it was a serious police or crime driven drama for sure I would have had a problem with an underdeveloped villain, at the least I would have wanted to see their motivations.
But this is a romcom, and all I wanted was two destined lovers going through and overcoming some terrible stuff and coming out the other end even more in love and happy. Romcoms lately have started to take themselves too seriously, they keep on adding stuff that's in a completely different genre than the one they've been advertising as, they take it so far that the comedy and romance take a Back foot and the drama becomes a mess, so seeing LR just focusing on the couple, their story and keeping the time travel science and the villain as vague as possible was a fresh breath of air.
I kind of liked that the villain was just pure evil (like how in Lord of the Rings Sauron is just evil), too many dramas and movies nowadays try way too hard to humanize the villain and waste so much screen-time on that, I'd rather have that screen-time to be used for the main couple. Like in strong girl nam soon, they spent so much time on the villain that I wanted him to be redeemed and get together with the FL.
