Fujisawa did not make it clear . He said "I cannot give you the relationship you want" and that is way too vague. It could be a roommate status, a sexless relationship, a relationship with less sex, a relationship they are not open about to the public, etc. And he never explicitly said he did not wanna have sex with him. They are both eccentric and unusual characters in their own ways who perfectly complement each other. The main subject of the series is that they are both very weak in communication and that is how they try to navigate their life together, but nothing on earth is unhealthy about their relationship just because they do not fit the philistine standards.
