As you can see from your own examples - actions were taken only when married ppl got caught in affair. Because when cases like this go public they bring reputational losses for the company.
Otherwise, it isn't prohibited to have a romantic relationship with a colleague.
The kiss on a stairwell was not really ok because it happened in the office, but it's only a violation of discipline, so no real punishment followed. Yes, ML got transferred to a different unit, but stayed at the same position. So technically it is only a rotation within a department not a demolishment. ML only takes it as such 'cause of this unit's bad reputation.
With all that said, I still can't see why any of the leads could be fired? The only issue here might be that she is his boss, but I'm not sure what's the company's policy on that.
Isn't it possible to have a great story with nice and touching romantic line in it, surely there is an audience who wants to see exactly that.
By the way here on MDL in the show's description we can see: "Genres: Historical, Business, Romance." Plus from the ep1 we are served with a very clichΓ© "they are connected from the childhood" romantic trope, so no wonder ppl expect the romantic aspect of the drama to be more present.
