I think some of the main reasons Wei Zhao has fallen for her is because she has found out that he is from Yueluo, she’s learnt parts of their tragedy, she’s seen how loyal the Yueluo people are to whatever WZ is planning and she has chosen not to rat him out despite having every reason to. Jiang Ci is probably one of the first people he’s met that actually pities Yueluo.
Meanwhile Pei Yan has to major issues, he’s a Pei and he’s obsessed with JC, not wanting to free her.

SML is very smothering, where he constantly wants her around using the assassin and the Emperor as an excuse. He keeps her like a trapped canary, despite the fact she has expressed multiple times that she wants to leave. In EP 12, Doctor Cui makes two comments about how trapped Jiang Ci is: first in the carriage then again when they are in the market. The SML doesn't understand her, constantly calling her weak (ik she has been injured multiple times but there was no reason why she couldn't ride one of the horses) and doesn't understand when to keep a distance i.e AFTER HE CAME ONTO HER AND FORCED HER TO STAB HIM.
ML and Cui understands that she wants to be free.

The ML uses her because she chooses to stay with Pei Yan out of gratitude plus because he's got her clay cat. He's able to see that SML is doing a little too much (the cloak and room scenes at the end of EP 12) and that he is using her just as much as he is. When the ML uses the FL he doesn't pretend to be her friend nor pretend like he isn't meanwhile SML 'secretly' uses her, gets her involved in his problems then brings her back because he wants her.
