I presume you are asking why the kidnapper (who were actually 2 people) kidnapped ML's sister. They aren't shown actually what they did to her (thankfully we were spared the gore). Anyway, eventually they kill her.
Even though mystery is pretty good attribute of this drama, the main attribute is the systemic view of the impact made or can be made by civil officials (such as prosecutors) in betterment of society.
