She simply didn't have that head start. In fact she wasn't anywhere near elite directors' consideration till she was around early-mid 20s, while her contemporaries were all already big names for years. But all things considered, what she already achieved is still quite a feat.

Sadly it seems most of agencies in Japan don't know what to do to their talents. And most that do relatively well tend to be overstretched. Perhaps one of the reasons why many actors going independent these days after being released from their respective agencies.

One of the most interesting facts on her resume is that she led an asadora with one of the lowest average rating ever (Tsubasa), yet she still manages to have a pretty respectable career. Starring in a failed asadora can be quite detrimental to one's career and yet she turned thing around. Think about mental resilience and taking pride to one's craft!
