Please, do try to understand another culture. I'm precisely saying they don't fawn over English, they just think it's impressive to speak english. Some people might boast about it, like about any other subject they master, and some others won't do that, just like in any country. You're making a generalisation over what you see in dramas and is used for story-telling purpose.

How do I explain this? I'm French. France is the same as Korea, maybe better off lately because younger generations are on internet. For the longuest time, every single TV program was only available in french. Even nowadays, it's usually like that. If it's from another country, they just dub it, no english subtitles. If they don't, nearly noone is going to watch it. I'm 33 years old and school teached me english only when I was 12. I was very bad at it. I did not learn it in school but by translating some dramas. My point is if I had not taken an interest in something only available in english, I would have never needed to learn english. So this is not about being proud but about weither or not it's useful in your life. If it's not, your brain tend to forget it. Now, school teaches english earlier, at 7 or 8 years old. I don't know if it's early enough but I guess the younger generations will be better at english than mine. It takes time to do that. Think about it. If a huge part of your population doesn't speak english, where are you going to find good english teachers? You first need to train them, only then can they teach children. That's why people who speak english in a country where it's unusual have a huge advantage over others.
