I think there are two tumblers and the plantation guy got the tumbler without the love potion but hong yo is confused and thinks he had the love potion because of the way he is behaving with her. She might not clearly remember where she lost the one with the potion. The senior isn't behaving like a love sick puppy around her but the plantation guy is making his moves. So she might have thought he is the one who drank the potion from her tumbler. It's most probably to make her not be conscious of him or see him as a psycho stalker.

I think the tumbler the plantation guy had with him might be a one she had before she made the love potion and she forgot about it. They worked on the road for fixing the flowers a day before she made the potion. Since he js showing interest in her and she thinks he is a good person in general she might have came to the conclusion that he loves her before he drank it and not think of him as a creep.

Did the sml took the potion. He was about to drink it but kept it back when he had to speak then the ml drank it. As far as I understand there were two flasks. One with the love potion and one without. The senior had the love potion one and the plantation guy drank regular tea or something. If you notice hong yo clearly keeps her flask on the table and runs off to see the damages flowers on the road. She didn't meet the plantation guy with the love potion.

I think he was already obsessed with her. He said he drank from her flask because he wanted to know what type of tea she drinks. Then the missing pajamas. More than looks it's the instinct hy gets that makes his advances creepy. The senior is also not a good looking guy and has three young female juniors under him. He takes them for lunch and drinks with them till late night. Those girls feel safe with him. When hy thought the senior drank the potion she didn't feel creeped out by his niceness towards her. (He was just being nice because he decided to let go of his grudge for her but she was thinking it's because of the potion)
Since it's a kdrama looks anyway matters too much.

I don't mind it. It's adding the required spice to the drama. It's necessary for the ML to know the difference of feelings he has for his gf and hy. It's needed for both of them to realise that no matter how hard they try to force their feelings for other people it won't work and they are each other's destiny.

If you notice the scene right after the conference, hong yo keeps her bottle on her table and the camera zooms into it. They specifically showed her keeping it on her desk. Then her senior informs her about the flowers being destroyed on the road and she rushes to the spot only taking her handbag and a book from the table. She didn't take the flask with her. The flask her senior gave her is the one with love potion.

I feel the rest of the love potion was drank by her senior only and it didn't affect him. That might be the catch of the love spell. It will work on people who already has some kind of feelings for the other person.
It was clearly shown that hong yoo didn't take her flask from her desk while leaving and the flask with the love potion was definitely the one with her senior and not the one with the plantation guy.
The plantation guy might be just a plain psycho creepy that stalks young women who resembles his wife. I guess they are indicating he drank the love potion only for the FL to feel guilty and not be suspicious of his advances so that she won't be precautions of her safety and that plantation guy might attack her or shin yu which will lead to a confession of the leads.
