No. Transparency comes when actors, makeup artists, gaffers, PDs, baristas, photographers' assistants, etc. etc. no longer have to feel suffocated in an environment where everyone has to behave just so lest the wrath of the gods strike them down. When they can speak & comport themselves honestly without fears of reprisals. When fans and viewers can watch a drama without worrying if their idol is a secret witch, and read an article without fear that the reporter is in cahoots with the chaebol executive while perpetrating perfidy & bearing false witness against their prey.

The warning to 'not do anything that would harm his reputation, otherwise, she would be facing damages lawsuit' was in reference to a bluff about threats of penalties related to QOT being affected by her act of uploading that couple's photo (before quickly deleting it.) They were pressing on her to not ever do that again.
BTW, I was on MDL in the QOT forum here when that show first broadcast and remember when that happened. I didn't recognize KSR though and didn't pay it much attention.
I also believe that what you say about the second one is true but I'm thinking it's also ambiguous. I could be wrong. And once the letters were published for all to see this week I read somewhere that this was GM's cover-our-ass play for legal reasons after worrying about what they had put in the 1st letter. #2 was like a do-over. I read about how the second one is different in tone from the first. About GM's recent statements suggesting that the letters were only formalities for tax purposes. And the fact the debt was resolved exactly a week after the 2nd letter seems to support this.
But also—back then—KSR was perceptibly operating from a perspective of fear & despair. And the ghosting thing did happen, and KSH did give her cousin's phone number (which she had used to contact him) to reporters. Who hurt her bad.
