I am sure we will get some character development i near future, but I myself don't think we need it...
Basically he did not really see her face. His brain was kind of filling the gaps and placing the memory of her face in place of her face. So he saw her face as he remembered it, not as it truly was at the moment. That's why he did not know if she was crying, coz the face of her he remembers the best was either smiling or pissed one. So if he saw someone dress the way Gal Hee was always dressed (red cardigan) with the same hair style and glasses, his brain put the memorized face of Gal Hee on that person. When she was dressed differently, did not have glasses or different hairstyle, he could not "see" her face, coz his brain did not recognized this person as Gal Hee. Hope my explanation was of help hahaha
I'm more pissed about the fact there is a strong love plot, and they totally ignore the physical attraction part of it. Like... he is attracted to her past looks, and it is true she looks totally different in present and is twice the age. I'd rather have him meet her in "real" ver. of herself and slowly fell for her, and when she is in her "improved" ver. she would try to make things happen but he would already love her real self. Don't know if you get what I mean. But that would give the strong indication that her looks are not the problem, but the way she views herself is.
