It definitely can be increased. TTEOTM was around 55 minutes per episode.
Even if there is another couple, they are not the main one according to MDL’s cast list, so I doubt they have much screen time.

I don’t have any problem with short C-Dramas, but if a drama was originally shot for a higher number of episodes and then shrunk down in post-production, that’s something I don’t like.

That's still longer than most K dramas.
The total duration of 22 episodes, each 45 minutes long, is equivalent to 16 episodes, each lasting one hour. So, this 23 episode C-Drama is almost equal to a full-fledged 16-episode K-Drama.
Don’t get me wrong—I wish it had 32 episodes, but alas! ._.)
