Hanliang might seem incompetent especially compared to ljq and xlx, but he's still a good person. He is a scholar and have hopes to be an official, but he values his family than his reputation. It's the same values xlx has. This fits xlx's current goal, live peacefully and just be prosperous enough to make sure her family is fed and safe.
Hanliang's proposal is just that, a proposal. Xlx can still refuse.
Unlike, ljq's 'proposal', you can't easily refuse an edict from the emperor.

I also think xlx is not the type who would let anyone suck her dry. Wherever she is, she would live well and make sure the people around her would live well too.

Hanliang does seem to be friendzonable character. Though he was fast enough to realize he has serious competition and asked his mother to propose asap. If they were not derailed by duke's daughter's antics and forced(?) ljq to request for a marriage mandate, then he wouldve most probably proposed first.

Ljq has already expressed his refusal to this possoble engagement with that passage fr a book. Him leaving for a sick plant hammered it.

Jiugao is a labrador/golden retriever. He knows that plant is important the way ljq talks to it and keeps it near him. So the plant being sick with yellowing leaves is an emergency. He might not have even considered that he might be rude barging on ljq's walk with a guest.

She's also the youngest daughter. She might have seen with her older siblings how her father dealt with them.
