I can only assume that's the reason why it was still there. The assassination attempt on ye li was already enough evidence for the official that's handling the case to believe her innocence. I think that's the reason ye li was allowed out of the prison and bait that sui. So since they have the confession from the actual murderer, i think it would be easy for ye li to ask and visit the tower so she can secretly retrieve the edict before they went to the royal court. Or may be it was her senior who took it for ye li. But i am not sure if they would have a chance to speak. But all just my assumptions? Hypothesis?
