It depends on the age gap. If it's someone close to 16 years, then it's okay. But if they have a big age gap, then it's not. I'm not sure how to judge people from historical times (16 year old girl and guy more than 6 years older) seeing each other as times were different back then. In the male lead's case, it's not just the age gap and the fact that she's a minor, but also that he refused to accept her pleas to give her some time to pay his company her debts (his company was her agency too). I've also read that she did some work for the company when she had joined and it was without pay (she was his girlfriend when she joined) which makes it worse.

There is chance, River Where the Moon Rises literally had 7 episodes out when male lead scandal came out, they solved the problem by replacing him with Na In Woo. The actors had to agree refilming scenes with new male lead without pay though to save money which the actors willingly did.
