The reason why Jing Yuan was able to awaken after 60,000 years later into FY body(and still be himself) was because he used his Divine Power to bind the hidden heart back then so a part of his remnants still exists in this world that was binded to the Hidden Heart. When Bai Shuo used the sword to attack ZY and injured the Hidden Heart this sets Jing Yuan free where he was able to enter into Fan Yue's body and awaken as Jing Yuan.
For Xing Yue, she died and was reincarnated into Bai Shuo. She cannot awaken as Xing Yue because before she died, there was no leftover remnants of her original self like Jing Yuan and Mo Li does.
The cycle of reincarnation is when you're dead, and gets reincarnated into your next life, you go through those life experiences and this will shape you to who you are in this present time. It doesn't erase who they were in their past life, but I think them being able to fall in love all over again, stems from their original being of who they were in the past. I believe that subconsciously to them, the experiences they went through had shaped them to have better communication and not do everything by yourself but instead do this together, which is a lesson they had subconsciously learned from their past life that got deeply rooted to this life.
