That brother of hers is a vile creature, no doubt about. We know it, ML knows it. However the person involved does not see it, and it happens. We often sugarcoat questionable actions of our loved ones. And especially in FL's case, where this brother often put his life on line to save hers, and even taking up her identity to help her family, I think she would need more than "he betrayed my beloved, whom I met literally last week, and his army during this war time to help our own army's chances.. oh it's despecible"
It is despecible, but her brother's argument (he says he is doing it for their own army's good, and she is making it difficult by getting her feelings for ML involved), although she feels it's not right, she would have to agree he helped her army and cannot in her good conscience break ties with him for it.

Well, A Ying saw Young Master Cui as her brother at that point. So yeah, she would be sad he died, let's establish this point first. Second point, A Ying and Shiqi are very much into each other. Even though they haven't been vocal about it, it is kind of an established fact. Imagine liking someone romantically, the other person also likes you and you know it, then that person just watched as your brother fall into a possible death and did nothing to help. Would you not be angry at them? If that person is nothing to you, maybe you would not be angry. But it's because Shiqi means something to her, that's why she is angry and disappointed. Same goes to her being angry at Shiqi for thinking so low of her to assume she played a part in setting up Shiqi's army to die at enemy's hand. She would not have been angry if she did not like him. She was angry and disappointed because the person she liked would think of her like that.

I also want to add that the ML even confined her after all this. So, I think the FL has enough reasons to stay mad at the ML.
