So i feel there is no inconsistency but right character arc for HRY. As for BJS , he was always indifferent to humans , compared them to ants in the first life. so I don't how he was "suddenly" cold hearted when it came to humans. he only ever cared about heaven's will and HRY.

I saw this exact scenario multiple times. An Ml that would be a murderous maniac , a pathologival liar, or will cause a calamity to the entire human race but uwuuuu he is handsome and a baby and FL is the actual devil to not fall into his arms immediately and let people be slaughtered. most comments this direction come from women as well. an ML is allowed an arc and is sympathized with no matter the wrongs he does. but god forbid an FL isn't love brained and has a moral compass that goes against ML.
HRY is a rare FL indeed. She observed that not only there is injustice , but that it is systemic and her own kind is actually complicit. then she actually experienced being at the end of oppression by "heaven's laws". Her rage being directed at the ML is not only because ,from her perspective, he was the main reason she experienced the greatest loss in mother's life , that of her child, but also since he is one of old guards of the current oppressive system. so her actions is not only personal revenge imo but a will to topple a oppressive system. and that's why I think that at the end the real villains will be the Empyreans. She is also rare because of her careful planning , spanning over centuries. we rarely get meticulous strategists as FLs. We are really witnessing one of the greatest character development of an ML in a xianxia EVER. it's whole change in ideology . I think i never watched a xianxia where a philosophical theme be the primary focus of story progression . generally it's falling in love, meeting friends , loneliness , gods vs demons etc..
