It means that even when a person steps on the zebra crossing, and the light for pedestrian crossing is on, cars may still keep driving as though it's their right of way. That, and the alcohol culture, which means a higher percentage of people drive while intoxicated, even when they have resources like designated drivers, means they do have quite a high number of road accidents.
