In the drama, when Ye Li did the painting, it was quite windy and the sky was not that clear. So, I can only speculate that Ye Li forecasted based on those clues.

Master Xiankun did just that via rain calling miracles and stuffs (the dragon painting thing), and asked Qin to stick with Empress Dowager since their affinity is good.
Qin listened and stayed loyal to Empress Dowager for many years until now. She had no idea about Empress Dowager and Master Xiankun.
Master Xiankun was later got rid of by the Empress Dowager as she no longer needs him 8 years ago during the Eastern Palace case. ----- Fast forward to present, Ye Li introduced doubts to Qin about the connection between Empress Dowager and Master Xiankun, and also proved that he was just a charlatan by replicating his miracle rain summoning dragon painting.
