My take:
What if it's much simpler than what we expect.
Hidaka Haruto - (Before the switched) Kind and loving (According to Itsuki and Yuuna)
Azuma Sakuya - (The real murderer? Phi? The old man?) Cleaner/Backpack guy
Towada Gen (Kuushuugou) - The one who got the list for all the target. Phi killed him and made it look like a suicide.
Mochizuki Ayako (Police officer)
Azuma is committing murders in Hidaka's body until Ayako had switched places with him and is now committing murders in Ayako's body. The real Hidaka is in Azuma's body is the one who cleans after the murder in the hopes of switching back with him. Hidaka (in Azuma's body) who turned the other way and committed the murder himself in another location with another target. I am guessing as to maybe not get Azuma mad for him not showing up. This can also be seen as how reluctant Hidaka (Azuma's body) is when he saw Mochizuki and Yamaki waiting outside the house and how frustrated Azuma (in Ayako's body) was when he didn't show up.
This line up with the hints we got in so far.
- Itsuki and Yuuna saying that Hidaka is kind. - The amnesia guy telling the owner of Amakaze that Hidaka is Azuma
