Nope. More like he is asking her to do a job for him. Spoilerly, to rebuild his once port/harbor that is pretty much abandoned at the start of the drama.
Let me get this off first: There is no time looping.
Know that everything that happened after the first time Shuya was hit by the truck and Miyu waking up at the hospital are one event. Miyu is just reliving what occurred on November 1 from different perspectives. Everything is just in her imagination when she was unconscious. We could argue that this is her way of processing what happened.
Everything begins at 7 AM (The time Miyu wakes up) and ends at 7 PM (the time Miyu lost consciousness), they heavily implied the time (from Miyu's phone, clock tower, her digital clock). Lightning hitting the clock tower is just a signification that there will be a loop.
These are just my thoughts on some parts of the movie.
