I think people just see it as cute, teen drama romance thing. nothing more, nothing less. it's quite cute to watch kids being stupid in love on screen. and Haeyi's reaction was more shy and embarassed tbh, maybe mildy annoyed rather than uncomfortable or angry. Haeyi is an assertive, mature character. I think she would've let him know outright if he had crossed a line and she was angry at him. Take that scene where geon hu stole her food haha, her reaction was instant. I think she would have reacted appropriately if she really hated the confession.
