The right ingredients are all there and the message is actually quite nice, but somehow sadly the movie adds up to less than the sum of the ingredients.
The plot seems to be reaaally complicated, isn't it?
I think it's rather simple and straighforward. Most other historical dramas have more intricate conspiracies and agendas. Hwajeong covers a lot of historical ground but has never been confusing. You can even keep all of the ministers straight easily.
That's not to say I recommend it though, because it's a little too uncomplicated for my liking ;)

That lady friend is probably not stopping the shady business. Chairman Kang had a typical way of responding with "Will you do that?" to his underling's questions and Lee Jin Sook used that expression at the end, so I think she'll take over his position as the mastermind behind the shadows.
Now that Tae Ho started using his wits, this show got so much fun! I wasn't actually into it until ep 4, but ep 5 and 6 stepped it up a notch and now I really like it.
I also think that the acting is off. Kubota Masataka is awesome as always, but Yamazaki Kento is terribly misscast.…
I agree. It took some getting used to the new L both for me as a viewer but I think also for Yamazaki and now the character feels more comfortable and it's fun to watch the Light/L interactions.

I guess you got mislead by that synopsis, because this isn't a procedural. The romance is only about 10% of the show though and the most important couple isn't even a romantic one. The major part is mystery (though there's certainly no investigator team genius).

I agree that Junho feels more like Junyeong, but I don't want it to be him, because it would've been way too easy to figure out. We already had someone obvious in Min=Lawyer and I want this drama to be smarter than have the 2nd mystery also be the obvious option.

Yeah that's my major issue with this show, too. It's not that all of her scenes annoy me, but her character is victim to writing convenience way too often. Her logic just doesn't make sense at all and it's frustrating. Also, it makes the hero look dumb by association.
