At this point Yura is the unexpected enemy that they were worried about all this time. Sumin is now a lesser evil, she's not a threat anymore compared to Yura which has more power and capabilities than Sumin.

My best guess at the plot of season 2 is that it will be on Jeong Jinman's POV for the first half of the show about how he planned everything together and the last half of the show will ultimately show the FINAL Bale fight scene that will put an end to the madness and sins Bale committed along with taking down Babylon for good or Jeong Jinman completely take over and reform Babylon as a whole as their own company WITH murthehelp being owned and run by Jeong Jian. It's possible that he knew it was a set up and seized the opportunity to kill Bale by planning in the shadows. Hence why Jinman kept listening to the audio recording of Jian but didn't hear Jian yell "Jeong Jinman, Jeong JinMan!" so he knew it was not her.

The general or the Babylon company is hunting Jinman down because they already knew he "killed" Bale, their best operative aka their sword. So, they think that Jinman is a liability and having someone with a sense of morality is a risk factor for the operations and the company itself. Murthehelp is just Jinman's hobby as he is a former mercenary, it's his way of making a living since he can't integrate into society anymore. OR this was all part of his plan because he KNEW the company would come after him at some point, he just never expected Bale to be alive and KILL the people he knew. Babylon is assumed to be strongly powerful, with direct influence with the justice system, the law, and the government. Remember, the Babylon mercenaries said that since they are members, they are immune to all kinds of laws and punishment, pretty much get off free. Babylon helps government succeed in their interests and goals, government happy happy, both parties benefit.
