Qi Min never said anything to his father or younger brother, because Qi Min has his secret identity and his own goals. He was even ready to give those grains to ML, if ML would support him. Alas, ML was far more clever and took away the grains without the deal with him. But no, it was not for revenge. Prince Changxin and Suis had targeted Linan town and decided that the rebel and chaos against the royal regime, would start from there. ML protected the town. Qi Min was already at Linzhou by then, Prince Changxin was not there, ML thought Sui Yuanqing was dead after his arrow hit him and he fell from the cliff. ML never realized he would be alive and would come back to massacre the town. ML always wanted to protect the town, that is why he told Li Huai An to kill Sui soldiers nearby. Considering how he helped to control the rebels/protesters from entering the town, otherwise it would have been massacred way before. That was the initial plan, Sui soldiers mixed with protesters, they wanted to enter, and Constable wang was not able to control it. ML helped stabilize the situation, took away the grain from Qi Min's people and returned the grains to the farmers. Also not to forget how FL kidnapped and slapped Sui Yuanqing making him angry. Sui Yuanqing was searching for FL killing people in Linan town. Though he doubted there was a connection between ML and FL, but he didn't know she was his wife before seeing their portrait in the house. It was FL whom he was searching because she hurt his ego. So blaming the massacre alone to ML, I feel is not correct.
