So in the context of HFX and BFX's conversation, they're more expressing their complete understanding and acceptance of one another rather than expressing their romantic love. No, but they're basically together already as of EP27. There's a chance that there won't be a grand confession scene at all (since we sort of already got it in the form of his imagination) and I'm totally fine with that. It's kind of refreshing for once that after they acknowledge their feelings towards each other, we see their relationship naturally shift to the next level instead of the typical dramatic confession and "officially" being a couple.
