Is it your belief that Koreans don't mock and insult Japanese and Chinese people? Korea is one of the most insular, racially/culturally monolithic countries in the developed world. There are youtube videos made by Black and Caucasian people, showing them walking around in Seoul's two nightlife districts. The stares and comments are hilarious...and telling.
Stereotypes are what they are because there is always a core truth behind them. That's also why a lot of great humor uses stereotypes to powerful effect, whether to shatter them or strengthen them. Context, intention, tone, and location are important elements of whether a joke based on a stereotype lands as funny or not. But you don't do nuance.

I am American, of German descent from both sides. My siblings and I have been referred to as "krauts" off and on all our lives by good friends. Actually, I took it as a term of endearment and something that set us apart in a fun/good way. And I'm sure I slammed right back with slurs appropriate to the ethnicity of my friends. We laughed. Nobody thought to take serious offense at any of it.
Now, to help you understand, the line is crossed with words like "n****r." If I have to explain to you the difference between "kraut" and the N-word, you're not worth engaging. No one cares that you can't tell the difference. Most people can and do.
