Well I don't remember the details exactly but it's true that even I thought the ML forgave her a little too fast, but in my opinion the FL was still sympathic despite her wrongdoings so it didn't bother me much. To be honest I'm a little lost with Consort Park and the left state councilor's plan at the end of ep 15... So Consort Park wanted to recover her lost status, which is now done because the left state councilor talked about it in front of the king/the court and in the end the kind admitted that he knew about her real identity. But I don't understand what the left state councilor had to gain from this alliance ? To keep the queen Dowager safe ? But then how could she (Consort Park) do that ? Talking with the king and persuade him to let it go and "forgive" the queen Dowager ? I think the left state councilor said this : "so that the fall will only be on me" (not the exact line of course) so then he wants to sacrifice himself to save his lover and hope that Consort Park will stay true to her words and achieve to keep the king under her control in the future ?

What I wanted to add is the fact she seems shocked about the reveal of the king's plan in ep14 (of course his action is questionable and led to many deaths but he also did that to overthrow the queen Dowager and reconquer his power) while she doesn't seem to mind that the left state councilor still has power over the majority of the court and still can plan another bloodbath in the future... She certainly didn't expect the man she loves to be the individial responsible for her friend's death (so her shock and anger is understandable) but I hope she also doesn't forget that the left state councilor isn't innocent either...

I will add that maybe Consort Park will not choose a "side" in the end, because if we refer to the intro with the animations, it seems like she will choose a path where she's alone. I don't know if we can truly relay on that metaphor but I hope she will come to terms with the fact that no side is truly good, and even less the Left State Councilor's side !! Because like you said, it seems like she completely forgot about the real reason behind her family's assassination.
