The reason why is unlike many other countries, age ratings for multimedia entertainment contents aren't really a thing in China. Movies don't have ratings - neither do books or music, and it's also the same for video games. Meaning, when you go to a movie theater in China, children might be sitting right next to you, with their parents regardless what movie it is. Same goes for internet and web drama contents.
The main and most obvious reason why age ratings haven't been a thing in China until now is because of the heavy censorship and "control" on all such content that gets an official release in the country like what you have said. Even according to the government official, "if something isn't fit for one person, it isn't fit for anyone."
