You deduced that "she has learned not to feel too attached once she moves onto the next life." Sadly, this is true. She has approached her family from her last (past) life, but was met with pain. They either didn't believe her, treated her as if she was an evil witch, or otherwise caused her a lot of physical and/or emotional pain.
This is why she says (even in the K-drama version, episode 2, her conversation with the Ajumma) that she learned to differentiate whom she can reveal her secret to, and those she can't. She's been burned and learned the hard way. :(
With Seo Ha, she seems undecided? Or more so that she wants Seo Ha to remember her and recognize her. After all, she told him that she remembered past lives when they were kids.

So far, it looks like the hotel woman isn't Seo Ha's step-mom. she's a new (antagonist) character that wants Seo Ha to stay far away from the hotel business. I'm sitting there wondering why the camera panned over to the hotel woman's presence (in that company photograph with Seo Ha's mother and father). Where is Seo Ha's uncle?? Is she replacing him?

Your calculations are based on averages. Some people live longer than average, others live shorter than average. It appears HER 19 lives ended up averaging out to 50 years per life, for a total of roughly <1000 years.
Also, she doesn't 'reborn' right away, each time. There are times when there is some passage of time in between each rebirth. In the webtoon, she mentioned that she rebirthed quite quickly from her 18th to 19th life (roughly 0-1 years). She may've only lived to be 12 years old (in her 18th life as Joo Won) but 90 in another, averaging out to 50 even just between 2 life spans. It just all added up to <1000 some years.
It appears that the gap between 17th to 18th is a bit longer, seeing as Joo Won (18th life) is significantly younger than her niece (whom she was an Uncle to, during her 17th life).
(So... Kind of think: K-drama 'Hotel Del Luna' how they "move-on" and will reborn at some point in time in the future. It's not for certain when. Lots of shows/movies use this concept too.)
Most of her lives may be towards higher life expectancy days, and she may have had good genetics (and luck, circumstances, etc) to account for her longer life span too. :D

Public transportation is reliable and quite safe due to the abundance of CCTV and people walking around at all hours of the day. Ex: Kids finish their hakwon (private lesson) classes at 9-10PM. Education system in Korea is very touch on kids there.. but I digress >.<

If i remember correctly, ji eum saved up money and barely got enough to visit seo ha ONCE (that bench scene). Here, she seeks out help from the niece from her 17th life niece (the restaurant ajumma) and they basically live together. She was able to “visit him” from afar several times.. but no direct contact ((unless future episodes include that bench scene)).. however, it just showed her following him from a distance until one-day he completely disappeared for years+
I don’t know how to feel about this change. In webtoon, she managed to scrape up funds to see Seo Ha ONE-TIMe, promised to come back to see him again but her family stole money from her and she was unable to do so again. So when she meets Seo Ha in her new 19th life as Ji Eum, she was able to say she’d met him before, to think hard about when. In the webtoon, it was like: she could be talking about both 18th life! But later it was revealed that she’d visited him that one-time. Here, she watched over him (stalked?) from afar. I’m hoping they do add the bench scene lol… but the promise-thing is out the window (since she was raised by the ajumma, had plenty of money to keep going back to watch him). Meh >_< These 2 things were the only larger changes. Different direction or expression of events, I suppose
