Glasses guy tries to recruit headphones guy to his undercover thing where they wear masks and fight bullies. Headphones guy resists at first (hence appearing like enemies) but then eventually gives in. A third guy in a hat is a mysterious transfer student and eventually joins them, hence the group.

My guess is the boss had them get rid of him and they will now get higher positions (not in the disbanded Union but in the boss’ other businesses) instead of just being lackeys. They mainly were working for the boss not for Baekjin.
