The unspoken thing: It's clear Right Chancellor leads a faction powerful enough to topple the Emperor and he doesn't want to rock the boat 'cause he's not sure he'd survive the upheaval. IF it seemed like he was trying to shore up power to expel the quasi-traitors - okay - but he's not. He's just a weak rule and it's frustrating to watch.

Yeah. They should have paced it better as well. The one annoying thing about C-Dramas - you can almost always skip the middle section and watch just the the first 8-10 and the last 8-10 in these 30+ episode series.
