From what I saw on ep 12, I don't think the police missed the possibility of the father being the suspect (Eom Ho, on the other hand, missed it though as he didn't think their Father could kill his own child).
During the conversation of the Senior Police Officer and Kang Min, he mentioned that Eom Ji had a bad family situation and they know about her Father's gambling and loan issues.
Perhaps despite knowing that, they still lack evidence to implicate him to the case. Making DoHa's Mom frustrated as it would eventually make her son the only suspect in the case, so she had to do everything to bury the case.
Also, Eom Ji's body cannot be found, so it's still a missing person case to begin with. Meanwhile, Kim Seung Ju was just treated unfairly by media and all that, being called a murder suspect so the focus was on him.
I also think Deuk Chan's brother had something to do with Eom Ji's case. Unrequited love can make someone violent.

So for a recap:- Their neighborhood friends finally realize that he's indeed THE songwriter Kim Do Ha, but good thing they also want to keep his identity a secret- the Convenience Store guy though was drunk and introduced Do Ha to his brother (Ethan of Atlantis) that he's the songwriter Kim Do Ha. Ethan didn't believe it- the spectator during the festival who knew Kim Seung Ju from the Hakcheon case uploaded the performance video on Youtube and the same got viral after news of a found dead body was released- The body was confirmed to be Eom Ji's and Do Ha got called for questioning- Meanwhile, Kang Min continues digging the case and begins to realize that his Senior whom he adores might have mishandled the case by succumbing to corruption- During the police questioning, Do Ha was confused why the investigator turned off the recording while he was asked for more clarificatory questions, and was even dismissed earlier than expected- He got warned by a police officer to be vigilant as Eom Ji's brother is out for his blood- On his way home from Hakcheon Police Station, Do Ha visited the beach where he last saw Eom Ji and tried to connect how she got into the mountain where her body was found- He also checked the area where she was found; Before he left, he remembered the food that Solhee gave her to eat during the long drive- Eom Ji's brother managed to extract from the Reporter Do Ha's exact new address; he went there steathily to kill Do Ha; he waited for him by the stairs and stabbed the person who was about to enter his unit

I think initially, yes, he was very suspicious of Do Ha, as well as jealous and scared for Sol Hee that he's around her all the time, that's why he started his personal investigation of the case. But at present, his continued investigation is no longer just anchored on DoHa-Solhee alone. He realized that there's a lot of questionable things on the case, making him suspicious as well of his trusted senior. It has now become a personal journey for his obligation as a cop, and it seems that he also doesn't want to believe that his Senior is corrupt.
So this 2ML is actually doing a good thing, not just for his unrequited love.
