In the novel, her full name is Bai Ying. In the drama, they call her Ying Qi. Bai Ying's arc is basically Yue Ning's arc now with accompanying Qin Wan/protecting her.
I really like the changes they did with Yue Ning's character. Her character in the novel is not that relevant. They basically gave her Bai Ying's storyline (Bai Ying in the novel is the sister of Bai Feng who was sent by Yan Chi to protect Qin Wan for pretty much throughout her journey).
I am happy that Qin Wan's meeting with Yue Ning didn't really have to do with Yan Chi and their friendship is a separate thing from her relationship with Yan Chi. I think a pitfall of these idol period romance dramas sometimes are that the FLs tend to gain a lot through MLs' resources to the point that they almost have nothing that is actually "theirs". And these resources are very dependent on the MLs' feelings for the FLs. The more they love you, the more they will give. But if they don't love you, then everything can be taken away.
So far so good but synopsis is kinda misleading. We are almost half way through and they still haven't even gotten…
The latter half would be pretty much palace related (around episode 23 to pretty much the end). They are just starting to set the scene and introducing characters that will be heavily involved later such as Li Muyun, the Crown Prince, Qin Chen, etc. There will be even more characters once it actually gets to the palace portion so it is a good thing they are doing it this way since viewers will be overload with information later on.
Did they resolve the case in episode 19? Episode 20 looks like a new case in the previews?
It should be resolved by episode 19-20 so maybe the latest by the beginning/middle of episode 20 and then start of new case truly begins in episode 21.
*I wished they didn't add the extra CGI in that scene; it looked good already since they actually did it with real water and giant fans. The extra effect made it look fake for no reason.

Yan Chi and Yan Li are first cousins. Yue Ning is related via the Grand Princess, so she is related to them, but she is not a direct descendant from the paternal bloodline.

Yeah, I think they didn't wrap it up as neatly as the first 2 cases because we didn't get as much "ending" scenes for the other characters involved in that case but some quick scenes (and then viewers have to piece it together). It seems like scenes were cut out due to episode limits/censorship. Case 3 actually had way more information too in the novel. Plus during case 3 is when our leads get together so it is like trying to fit several things in within these packed episodes in order to make sure the other cases can be told later on (last case for example will be a "long" one just because it is the climax case).

I enjoy characters like Qin Xiang! They might be "bad" characters, but it makes sense why they are "bad" from their POV.
