We don't know whether letters are truly allowed or not, because drama didn't mention it explicitly. But, letters she wrote after arriving to Prince Ding's mansion are not sent out because she simply didn't send them out at all.
But, what we are sure of is that she can descend to the base of the mountain until the barricade where the soilders are. And, ED and Emperor can permit some things at their discretion. So, we can only make our guess from there.
I doubt they're going to offer any answers in this regard, and I imagine they're simply going to leave it at "plot…
Not sure you have watched ep 37 teaser though.
If you don't mind watching teasers, you may find some possible clues to this question there. Of course, teasers can be misleading, but it's at least some additional info.

I would rather the drama skip these kind of minor details that don't contribute anything to the actual story, and instead focus on what matters with the limited space they got. I'm more than happy to fill in small blanks myself.
If you feel how Ye Li receive the edict is so crucial, you can stay stuck on that point may be.

Lishan arc gotta be one of the best arcs I've seen in a cdrama for sure at this point. So much raw emotions, and superb portrayal by the actors.
No offense but this drama didn't served me the things I personally wanted or i thought i might get from the drama.…
For me, this is more of a healing story about two damaged people. All those romance, political intrigues, etc. are secondary, and I don't think the director and writer even intended this drama to be one, since many of the planning and scheming even took place off-screen and we were given only what's related to the two leads.
I'm sure the source material of this drama will be your cup of tea. I liked reading it as well. But, I'm glad the drama turned out this way because this is such a unique piece of art.
Episode 33FINALLY, the Lishan mystery has been revealed. Damn, the people of Lishan really sacrificed everyone…
It's not exactly reputation. They were protecting their principles and righteousness until their last breath, that they will not bow to the usurpers.
It's kind of difficult to fully get it with our modern eyes though... but that should have been such an honorable act that there were lots of such precedents in their history.
i prefer a male lead who fucks up because he is also affected by his own trauma than a character who keeps his…
You comment reminds me of why I like this version of MXY a lot, because he shows emotions and can sometime let his emotions lead him.
Like in one of the earlier episodes, he confronted the Marquis in the court despite knowing it's not the best move at the time. He failed. Our 'perfect' lead characters would never make such mistake for sure.

She can't leave, but can still go down to the base of the mountain where the soldiers station.
Also, since she can send letters to the mountain, they must have some sort of arrangements to deliver them to the people up in the mountain as well.
And, if the ED or Emperor allows, anyone can go up. Since the marriage edict comes from them, naturally is allowed to be delivered.
Is she the one behind it as well? Drama is cooking with this character lol.

I'm honestly happy that the writer didn't turn him into a good guy. So much more interesting this way as well.
