As far as I know, production companies have to pay the author as the owner of the story and characters, at least that is the case in Europe (and USA I think). If the adaptation is very faithful to the original source, they just have to pay a higher rate.

It is the producers' responsibility to choose and direct script writers, The tempo of the series depends both on the script writer and the director. The director and producer can ask script writers to change many things in the script. If the information on the internet is correct, than this series has a turnover of directors and script writers (probably higher than the practice in C-dramas). If it is higher than normal, than it means the source of the problem is the production company. Perhaps there is a turmoil or power struggle going on and it negatively impacted the production.

Promotion of the series should be the joint responsibility of the production company and the TV Channel. Generally, TV channel bears the greatest responsibility. I have no idea what is going on, but it is clear that the company did not fulfill its responsibility to make the series as good as it could have been. It is still a watchable, good series due to actors and the story line of the novel, however from the comments of the book readers it is clear that it could have been far more better if they had put their hearts and souls in it and worked towards it.

I can understand the frustrations and disappointments of book readers with the series. I also get frustrated if the series or the movie does not align with the book. However, there are very few faithful adaptations in the world like LOTR, GoT and Harry Potter series. Amazon even managed to batch LOTR in the series version afterwards. Hence after years of being frustrated with book adaptations, I have learned to treat series or movies and books as two separate beasts. I regard them not even as siblings but cousins of the same family. If you manage to adapt such an attitude you can enjoy both versions. I know it is not easy, it took me years to manage it, but it really helps. I am looking forward to reading the book after the series is over when I manage to find a good English translation.
