I think for this story and for Changge it has many layers of meaning that I can't help feel is beyond Shuyu's grasp. Basically Shuyu doing nothing is innate and not as a result of any effort or wisdom or understanding of the bigger picture on his part. In Cantonese it is often used an an insult to describe a pointless or useless person or action.
