Anytime a fief king like him approaches the capital with an army, the immediate implication is high treason. He would never dare march within the vicinity of the capital without the edict on his own person. And no one would dare take it from him if it were in his hand bc he can justifiably kill them dead. The idea that he would stash it somewhere for "safekeeping" while he entered the capital without it makes zero sense. The fact that he would reveal its location to XWZ makes even less sense.
