I haven't watched 28 yet but the story about the scroll is a key plot point from both DY and TBOY. Lord Langya was the named successor of the previous emperor as recorded on two scrolls. One went missing and the other was tore up by him in public after declaring it was his brother's name on the scroll. He never wanted to be the emperor but his brother Xiao Ruojin did so he yielded the throne to him. But everyone saw him as the uncrowned emperor of Beili and with his power over the Four Guardians of Tianqi, is a threat to all other ambitious factions at the court. Clearly in Blood River already those factions are conspiring to have him removed, including spreading rumors that he regrets giving the throne to his brother. They are clearly instigating the emperor to move against him as he is the only one really that is powerful enough to remove Lord Langya. And we know how this story ends. It looks like we are building up to that though I don't know if we will go there.
