Main character fighting their friend is a common trope for these type of "anti-evil campaign" cdramas. Every single one I watched have this same trope. The main character and at least one of the bad guy have these kind of complicated friendly relationship. It makes the story more dramatic than just having the protagonist fighting strangers only.

Li Yitang is so tragic. I knew from the beginning one of An Ni's friend will be this tragic character role dammit. The pattern with these China anti-evil always have like this bunch of tragic female characters (characters who aren't evil natured but dragged down to hell by the males beside them)... it's the same with The knockout, In the name of the people, etc.

I like it very much. Don't watch if you don't like these kind of dramas. If you are looking for romance you will be disappointed. If you are looking for action you will be disappointed. If you are looking for handsome idol actor you will be disappointed. If you are looking for mystery/thriller you will be disappointed. If you are looking to learn about China's cyber crime law and interested in how Chinese Procuratorate works, only then you should watch this.

Too many people are just here to watch Reba even though obviously they don't like the genre and they are not the target audience.
