The costumes seem to fit the same time. They probably are filming by location/set? And probably depends on when certain actors are available. It's not unusual to film out of order, and I don't know if they have some sort of schedule released (I would think not?).

She had a small guest role in TPOB, so I think this one should feature her more. And yes, I’m hoping all the characters are developed well, makes it more enjoyable and interesting to watch.

Snow is playing the second female lead, Yi Zhangzhu. She's the daughter of an important general of the same country as Wang Youshou's character, the crown prince Ye Yuqing. In the novel, the male lead Yin Gezhi (who himself is the crown prince of his kingdom) ends up as a hostage in the enemy kingdom. To put things briefly, Zhangzhu develops a liking for Yin Gezhi during this time and does act as the typical spoiled, annoying 2nd FL in the novel. She goes out of her way to harass the female lead, but Fengyue can handle herself lol. Zhangzhu's character pretty much disappears from the narrative later on (around the 2nd half) when Yin Gezhi and Fengyue return to their kingdom.
Now, in the drama, things may change quite a bit, so we'll have to see. I hope the character is given more depth.
If you had told me in the beginning of this drama that I would end up loving Nan Rui and Nan Heng's relationship as brothers, I would have a laughed hysterically in your face. But theirs is one of my favorite arcs (as brothers) in the whole show.
