Other series for comparison: The Sandman, See, Game of Thrones, and The Mandalorian: $15 million per episode. The Pacific and House of the Dragon: $20 million per episode. WandaVision: $25 million per episode. Stranger Things: $30 million per episode. The Lord of the Rings: The Rings of Power: $58 million per episode.
It seems most of the budget went to the visuals and effects. The have used plenty of practical effects as well. They have build massive sets and ships. A lot of characters needed special makeup. They have used some extensive digital effects, an example is the massive sea serpent. In addition, they reportedly filmed in South Africa, Spain, and Mexico. Also, I had read somewhere there were cases they needed to re-shoot some scenes as per request of the creator Oda which could have added to the cost.
I think it would be better if you didn't read the manga or watch the anime.
I also agree with Cry. It might be better this way as you won't compare it to the original. If you end up liking it and want to check the anime or manga then it would be even better!

I haven't watched those adaptations so I can't compare it to them but it seems this team really cared about the series. You will find a lot of easter eggs and foreshadowing. There are a lot of changes made to adapt it to real life and to fit all that content to only 8 episodes. Of course it can't match the original but i found myself smiling and enjoying it. I would like for some things to be different but in general I think it's actually quite good! Those 8 episodes flew by so fast! I really hope we get more seasons of this. I would suggest to first check the final trailer to see how you feel about it.

This is a co-production. I think the biggest reason is the technology and the budget needed to bring this to life. It's a huge challenge to bring the One Piece world and the characters to life. And Oda the creator made a deal that this would not be released until he was satisfied.
Also, years ago answering a fan question about what nationality the Straw Hats would be of if they were real. Oda gave the following as a reply: Monkey D. Luffy: Brazilian Roronoa Zoro: Japanese Nami: Swedish Usopp: African Sanji: French etc.

At first i found them quite horrifying because in the anime they look kinda cute but i got used to them. Same with the head of their ship Going Merry. In the anime it was so cute and sweet and this one looked too weird. But now I think it has a certain charm to it too.

Their first reunion was played a little differently in the original but the core was the same. You summarized it perfectly!
About the Arlong story arc you should definitely check the anime! It hits so much better! In the original I really liked the twist with the villagers but I understand they might not have had the time to add it and played it a little more straight. If you don't have much time you can check the special 'Episode of Nami' that is an abridged retelling and has re-drawn animation.
Sadly, we didn't see Luffy fight Don Krieg but it makes sense that it would be almost impossible to get away from Mihawk. It's funny how they made the joke about interrupting his sleep from the anime the reason Mihawk decided to wipe out the Krieg Pirates 😂

I would first like to say if you ever find a chance check out the anime or the manga it's really worth it! To answer: 1. Yes, this is only s1 and hopefully it will do well so we can get more! The anime and manga are still ongoing and there is a lot of content to adapt for years. 2. It's the treasure The King of the pirates Gol D Roger left in an island of the Grand line. We still don't really know what it is (≧▽≦). 3. Yes! We will see a little more of him later or in the next seasons. 4. Not really betraying him. They both acknowledge they are on the opposite side and might need to face each other someday but still have a nice relationship (as far as a pirate and a marine can have). Koby admires Luffy and he will become less of a coward later and a good marine. Of course, he is still way to weak to take on Luffy and their encounters include Luffy one punching him.
Edit: Koby is given much more screen time and is more involved in the story due to changes for this live action adaptation.
