Well, the emperor is definitely not going to pick his favorite sons (all potential heirs) to marry the FL because the FL is basically the enemy, and I would assume he don't want an enemy princess to be the future empress of his empire. So he picks the prince who is least likely to inherit the throne for the political marriage alliance, his least favorite son.

The execution of 4th prince's mother and her entire clan is a bit confusing to me since I'm not fully caught up yet, but the 4th prince's mother wasn't just accused of doing witchcraft, right? It was witchcraft with the intent to harm the king/country? That is a serious crime and the emperor probably wants to distance himself from anyone related to that bloodline.

It's sad to say this, but a lot of children get abandoned when their mothers die especially if their fathers decide to move on. That is most likely the case here. With his mother gone, of course 4th prince will not be favored.
