"as long as you're happy and have each other, nothing else should matter" is a nice thought but not realistic to the situation and time period the characters live in. Gil Chae dirtied her hands and fought barbarians to keep the people she loves safe.
I think Jang Hyun asking her to leave and run away highlights the kind of lifestyle and mindset he has, where he is a person with no attachments who can go where he pleases. Sure he could have offered to stay there and marry her but that is not in his character (yet) and also would make for a boring Part 2. And Gil Chae could go not with him anywhere because of her position and care for her people.
I don't see how that is the writer forgetting her characters. It was perfectly in character for their mindsets at that time in the story.
