For me, I look at the small details like, she's still single, she goes back to the city, she smiles when she catches a glimpse of him, it shows she still in love with him and wants to see him. He builds a restaurant based on what she mentions once, he's still single and still searching for her, showing his devotion for her. Now that he's the Emperor, no one can tell what he can and cannot do. Based on all these facts, I don't see why they cannot be together again. Perhaps they should have added one more scene: he turns and their eyes meet, both smiles, the end. This would have been more reassuring for the viewers :))

Now, he is trying to blame his wife for everything, after everything she has done for them, that's not fair.
