After seeing today's episodes it's clear she knew all along that dragon can counter fu yin and still she was hell bent on killing him untill two episodes ago. So 20 years ago even if she knew it was not QG but fu yin she would have still proceeded with her plan. I guess it's her version of "saving one person over the world".
